HEA redux…
The reauthorization of the Higher Education Act passed Congress on July 31, 2008, with few surprises in the final bill from previous versions. Increased reporting requirements on colleges remained, including the requirement that colleges report on the tuition they charge and the net costs to students attending the institutions.
On the public side, the state maintenance of effort provision, which requires states to continue funding higher education on at least the average level of the previous five years or potentially lose some federal funds, remained in the bill. However, the final bill shifted the federal funds that would be lost for institutions failing to maintain their support to a currently unfunded program, mitigating the effects.
